ATTENTION: Rental Assistance Available

The City of Portland is partnering with The Opportunity Alliance to help renters in Portland that have been affected by the COVID-19 crisis. The City of Portland CARES: Emergency Income Payment Program provides up to $1000 of rental assistance for a maximum of 3 months, and up to $250 in utility assistance. The program is funded with supplemental CDBG funding made available through the federal CARES Act. As a result of new guidance issued by the U.S. Department of Housing and Urban Development, the City of Portland has streamlined the application process for the Rental Assistance Program.

The City of Portland's program is separate from rental assistance programs being offered through the State of Maine/MaineHousing and Cumberland County. Because the programs are funded through the same U.S. Department of Housing and Urban Development Program, Federal rules prohibit residents of Portland from accessing funding through the state and county programs. Opportunity Alliance administers all three programs.

To request assistance with utility payments,
include a copy of the utility bill with your application when submitting. Applications can be submitted via email, mail, or fax.

HUD funds are utilized to benefit low and moderate-income Portland residents and city neighborhoods where a majority of the residents earn low and moderate incomes. HCD supports a wide variety of projects and programs including social and neighborhood services, public facilities and infrastructure in eligible neighborhoods and housing rehabilitation and housing development. The Division works in partnership with residents, non-profit agencies and City departments to benefit low and moderate-income residents and improve the neighborhoods in which they live.

2019 Housing Report

The 2019 Housing Report has been provided by the Housing and Community Development Division, Planning and Urban Development Department for the City Council’s Housing Committee. This report is designed to give an overview of the current housing market and report out on the many policies and initiatives the City has adopted to address the issues of housing availability and affordability.
