The City Council approved an ordinance in April 26, 2017 that requires short-term rental units to be registered with the City of Portland. The requirement goes into effect on January 1, 2018. Registering helps us partner with you to ensure a safe place for renters to stay. There are penalties that may be assessed for operating an unregistered rental unit.
Registration begins October 16, 2017
Current operators of all short-term rentals can come and register beginning on October 16th. All island, owner-occupied, and tenant-occupied units and non-owner occupied units should contact the city and register beginning on October 16.
The City Council placed a cap of 300 on the number of non-owner occupied short-term rental units on the mainland. Because of this cap, when registering, preference will be given to non-owner occupied STR operators who can demonstrate they have been in operation on or before April 26, 2017. Registration will be taken on a first-come first-served basis through November 30 to qualify within the cap.
While registration will be open to all STR operators on October 16, any non-owner occupied mainland operators who began operation after April 26 will be set-aside and processed after the November 30 deadline, in the order in which they were received. Once the cap of 300 non-owner occupied units is reached, a waiting list will be created for registration of additional non-owner occupied STR units.
Staff will determine if a STR operator was operating at the time the Council adopted the STR ordinance by examining the length of time an operator maintained membership and had listings on the various STR sites or by reviewing copies of recent STR rental agreements. An operator may offer other methods of proof of operation for evaluation by City staff. To register, please visit the City’s Licensing and Registration Office in Room 307, 3rd floor, City Hall.
